Dr. Carl Palmer has recently become a Director on the Board of the Eastern Shore Public Library Foundation. Originally from Oakfield, New York. He is a retired Senior Executive Service of the Federal Government and served as Deputy Chief Information Officer with the Defense Information Systems Agency. He previously served as Chief, Methods and Standards with the Tennessee Valley Authority and Associate Director, Defense and Aeronautic Mission Critical Systems at the US Government Accountability Office. Palmer’s extensive career included being Assistant Professor at the Tulane University Graduate School of Business and a Captain in the U.S. Army. He received his BA from Alfred University and MS and PhD from Pennsylvania State University.

Dr. Palmer was in charge of the construction of the addition at the Chincoteague Island Library. He has served as President and Vice President of their Board and has been an active volunteer for over twelve years. The Foundation appreciates his commitment to public libraries and to now having representation from the Chincoteague community. Palmer’s expertise with construction and financial management will be a benefit for the Foundation.
The Eastern Shore Public Library Foundation ensures the long-term financial stability of the Eastern Shore Public Library by securing private financial support and grants for capital needs and endowments. Their current project is to raise funds for a new Regional Library to serve residents of Accomack and Northampton Counties. Members include local residents, the Eastern Shore Public Library Board of Trustees and library staff. All contributions raised will be received by the Foundation which is a 501(c)(3) non-profit entity.
